Tong Qing

Qing Tong is a senior researcher of Institute of Energy, Environment and Economy, Tsinghua University. 

She is Executive Board Member of IPCC Emission Factor Database. Review expert on UNFCCC Annex I Party GHG Inventory. Lead reviewer on China Provincial GHG Inventory IPPU Sector. A key drafter of first publications of China GHG management national standards.

• Deep and quantified analysis on GHG emissions & mitigations in industrial sector. Project leader of “Mass-based CO₂ Emission Control Scheme” supported by China Ministry of Ecology and Environment (2021).
• China’s key ETS specialists with expertise in coverage setting, MRV, benchmarking & allowance allocation. Project leader of “Beijing CO₂ emission benchmarks for industries” supported by Beijing Development & Reform Committee (2013-2017) and Beijing Environmental Protection Beau (2019-2021).

• Rich experience in GHG inventory review. Deep and quantified research on GHG inventory, with focus on industrial process and product use (IPPU). Project leader of “Beijing GHG Inventory 2011-2014”, supported by Beijing Development & Reform Committee (2014-2016).
