On February 18, the International Energy Agency(IEA), China’s Ministry of Ecology and Environment(MEE) and Tsinghua University hosted a Consultation Meeting of carbon market online. The meeting focused on coordinating China’s ETS and RPS in the electricity sector, and discussed issues related to China's national carbon market (ETS).

SUN Zhen, Deputy Director General and LIU Feng, Deputy Division Director of Department of Climate Change, MEE;AN Fengquan, ChinaSenior Advisor, IEA,TomHowes, Head of Energy and Environment Division, IEA,Sara Moarif, Head of Environment and Climate Change (ECC)Unit, IEA,Rebecca McKimm, China Desk Officer, IEA,David Fischer, Project Coordinator, ECC, IEA,Xiushan Chen and Insa Handschuch, Analyst, ECC, IEA;ZHANG Xiliang, Director, 3E Institute, Tsinghua University,ZHANG Da, Associate Professor, 3E Institute, Tsinghua University, and others attended the meeting.

The experts discussed the upcoming ETS joint report, and explored the effects and interactions of China’s emissions trading system (ETS) with its renewable energy policy in the electricity sector, namely renewable portfolio standards (RPS), and how the policy mix could be better coordinated. They also explored possible pathways of how an enhanced ETS could put the electricity sector on an emissions trajectory that accelerates its alignment with China’s carbon neutrality target.
